Chief International Officer and Chief Transformation Officer

Born in 1959, Carlo Palasciano Villamagna earned a Law Degree in 1983 from “La Sapienza” University of Rome, where he would go on to complete a specialisation course in “International Tax Systems” in 1990.

Since October 2021, he has been Chief International Officer of the Ferrovie dello Stato Group.

Since June 2021, Carlo has also held the position of Chief Transformation Officer of the Ferrovie dello Stato Group.

From November 2014 to July 2020, he was Enel Country Manager for Russia and CEO of Enel Russia, an electricity production company listed on the Moscow Stock Exchange, consolidating the company’s position on the Russian wholesale power generation market whilst also implementing significant investments in the technical modernisation and environmental improvement, in particular by supporting the emergence of renewable energies in Russia, also by winning wind capacity tenders of great importance.

From October 1999 to October 2014, Carlo was the Enel Group’s Global Tax Manager, taking on various positions including:

  • Chief Executive Officer of Enel.factor S.p.A. from 2010 to 2015; 
  • Chair of the Board of Enel Investment Holding B.V. from 2006 to 2017.


From January 1998 to September 1999, he worked for Aeroporti di Roma S.p.A. as the Tax and Customs Manager.

From 1992 to 1997, Carlo was with the Italian Banking Association – A.B.I. as an Official in the Regulatory Division.

From 1988 to 1991, he was Taxation Manager for Finmeccanica S.p.A.

In 1985, Carlo started his career at the Coopers & Lybrand consulting firm, in the role of Taxation and Corporate Affairs Consultant.

From 1984 to mid-1985, he was Assistant Officer for the Guardia di Finanza, Italy’s militarised police force under the Ministry of Economy and Finance.
