In December 2025, he was appointed as the new Vice President of the UIC – Union Internationale des Chemins de fer – and confirmed as Head of the Europe Region for the 2026–2027 term by the UIC Regional Assembly for Europe.
Graduated in Mechanical Engineering in 1993 with full marks (110/110 cum laude) and registered with the Order of Engineers of Milan, and awarded the honour of Commander of the Order of Merit of the Italian Republic for the results achieved in the management of strategic companies and for his contribution to the modernization of Italy’s infrastructure system, Stefano Antonio Donnarumma has gained extensive experience in industrial management and in the governance of public service infrastructure. His career spans several strategic sectors—from energy to transport, from railway manufacturing to local public services—leading complex industrial groups listed on the stock exchange.
From 2020 to 2024, he served as Chief Executive Officer of Terna S.p.A., the operator of Italy’s national electricity transmission grid and one of the leading European players in the energy sector. Under his leadership, Terna launched a record investment plan to support the energy transition and the integration of renewable sources into the Italian power system.
From 2017 to 2020, he was Chief Executive Officer of the Acea Group, a listed multi-utility company active in the energy, integrated water cycle and environmental sectors. At Acea, he promoted a major digitalization and infrastructure efficiency programme, enabling the company to serve over ten million users across five regions in Central and Southern Italy.
Previously, he served as Director of Networks and Heat for the A2A Group, with responsibility for all activities and operating companies in the sectors of electricity and gas distribution, district heating, the integrated water cycle, public lighting and energy efficiency, coordinating operations across Milan, Brescia, Bergamo, Lodi, Cremona and throughout the Lombardy region.
In 2012, he served as Director of Aviation and Accountable Manager at Aeroporti di Roma (ADR), with operational responsibility for the Fiumicino and Ciampino airports, after leading the Operations Directorate of Acea Distribuzione, where he later took on the role of Executive Chairman.
His career began in the railway sector: after receiving a scholarship from the Automobile Technical Association and completing an experimental thesis developed at Fiat Mirafiori, he worked at Alstom’s production sites in Savigliano and at Bombardier in Vado Ligure, contributing to the construction of major Italian and European trains—including the Pendolino, Cisalpino, ETR 500 Frecciarossa, the Minuetto and E464 locomotives—eventually becoming Manufacturing Director for both multinationals.
He also gained significant experience in the international manufacturing industry for automotive and railway components (Ruetgers Automotive, TMD Friction), working on maintenance, testing, safety, industrialization and production processes.
He served as Senior Advisor for Bain & Company, Mercer and Equita SIM, providing strategic consultancy on the development of energy-sector investments to national and international funds.
Over the course of his career, he has developed strong expertise in the management of strategic infrastructure and public utility networks, contributing to the definition of innovative industrial models for the sustainability and energy security of the country. He served as Vice President of Utilitalia, the federation of local public service companies, and as President of GO15, a global association bringing together leading electricity transmission grid operators.
He has carried out numerous teaching activities at university level and in postgraduate specialist programmes, collaborating with institutions such as Tor Vergata, Luiss, the Pontifical University of the Holy Cross (PUSC), MIP – Politecnico di Milano and other advanced training institutes. He has been a speaker in master’s programmes and executive courses on industrial management, energy, infrastructure and innovation, fostering dialogue between academia and industry.
As head of the FS Group, Donnarumma is driving a strong acceleration in the industrial transformation of the railway system and in the implementation of the 2025–2029 Strategic Plan, which includes €100 billion in investments over five years for the modernization of the railway network.
