Update on the MIT-RFI Contract: approximately 4 billion euros going into the network modernisation and development plan

New funding amounting to around 4 billion euros were agreed under the 2025 Update to the Programme Contract 2022–2026 - Investments between the Ministry of Infrastructure and Transport and Rete Ferroviaria Italiana (FS Group). This completes the procedure laid down by current legislation, following the notification submitted to CIPESS in December 2025.

The update provides for new funding to finance investments in the national railway network. Specifically, €1.7 billion in earmarked funds has been allocated for specific projects, as provided for by legislative provisions (the Floods Directive, A22 Funds, funds allocated to the continuation of public works and price adjustments, the Regional Operational Programmes for Sicily and Calabria, and agreements with local authorities), and €2.2 billion in new, unrestricted funds, as provided for in the 2025 Budget Law. Of the latter, €1.1 billion was earmarked for projects currently under way and for programme continuation, while a further €1.1 billion will cover the remaining funding requirements and the additional costs associated with NRRP investments.

The 2025 Update constitutes a supplementary document to the MIT–RFI 2022–2026 Programme Contract - Investments and confirms the commitment - shared by the Ministry of Infrastructure and Transport and Rete Ferroviaria Italiana - to continuing the plan for the development, technological upgrading and modernisation of the national railway infrastructure.

The new funding will help support the progress of the strategic initiatives already planned, ensuring the continuity of works currently in progress and strengthening the implementation of the investments set out in the NRRP. This commitment helps make the rail network increasingly efficient, modern, safe and sustainable, to the benefit of people and freight movement and Italy’s competitiveness.
