FS Group, FS Advisory consultancy company sees the light

  • Part of the transport and infrastructure unit, with access to FS Group’s operational capacity
  • Advisory services for governments and operators involved in complex global mobility projects
  • Based in London

London, 9 February 2026

FS Advisory, a company belonging to FS Italiane Group, and specialising in transport and infrastructure consulting, has seen the light. Based in London, it will provide advisory services to governments, institutional investors, operators, infrastructure developers and construction and engineering companies involved in complex global mobility projects.

FS Advisory addresses a clear market need: the growing demand for integrated expertise in the transport sector, covering areas traditionally segmented among several consultancy providers - such as regulatory frameworks, infrastructure development and operational management - in a unified and consistent manner.

The new consulting company is in a distinctive position to support public and private clients in optimising their transport assets internationally, thanks to FS Italiane Group’s consolidated track record, managing over 17K kilometres of railway lines with more than 2,100 tunnels, 23,000 bridges and viaducts and 2,200 stations, and 32K km of roads.

The company’s aim is addressing the new digitisation, sustainability and multimodal connectivity challenges in the transport sector, through expert consultants who understand both the specifics of public service obligations and the operational and commercial dynamics.

FS Advisory will support public and private clients in reorganising their transport units, by providing digital mobility solutions - such as ticketing platforms and performance monitoring systems already adopted on a large scale in Europe - and expert transport and infrastructure expertise along the entire value chain. The offer is complemented by Shadow and Interim Management services, designed to support governance transitions, nationalisation processes and operational changes.

FS Advisory will be led by Ernesto Sicilia, former Trenitalia UK CEO, in charge of FS Group's rail operations in the UK for almost a decade.

“Our international expansion is ambitious by choice. We decided to launch FS Advisory today because the next decade will be characterised by unprecedented investments in the global transport infrastructure. However, for this capital to be successfully deployed, we need proper regulatory frameworks and operating models” said Stefano Antonio Donnarumma, FS Group Chief Executive Officer and General Manager. “FS Advisory is the natural step forward, to provide our operational knowledge to our customers around the world, in need of a partner who can address and solve these challenges on a large scale.”

The launch of FS Advisory is part of FS Group's international growth strategy presented to the market in 2025, and completes its structural expansion through FS International. The business unit includes transport activities in Spain, France, Germany, the UK, the Netherlands and Greece, with a turnover of around EUR 3 billion and 12K employees.

FS Advisory will operate as an independent advisory firm with access to FS Group's operational capacity, and combining strategic objectiveness and proven implementation expertise to support global public policy reforms and infrastructure investments.
