The project

Anas International Enterprise through the Road Investment Company supervised the modernization of the highway section between Rostov-on-Don and Krasnodar (228 km), part of the M4 motorway linking the cities of Moscow and Novorossiysk. The aim is to optimize not only the management of the infrastructure, but also the service to end users and the planning and execution of maintenance.

The motorway, already in operation, has been the subject of modernization and has been equipped with technological systems. In particular, the work concerned extraordinary maintenance (guard rails, noise barriers, pedestrian overpasses), the construction of tolls, and the creation of the ITS system, which will be completed by summer 2018. The contract also provides for Operation & Maintenance and toll management from mid-2018 until 2030.

The work has a total value of 110 million euros, while the O&M services have an annual value of approximately 50 million euros.

The technology

In an initial phase, Anas International developed the tolling system (both manual and automatic) in terms of hardware installation (collection portals) and software (toll management program). During the O & M phase, IT systems were applied in order to optimize not only the management of the infrastructure, but also the service to end users and the planning and execution of maintenance.

The know how

Anas has proposed the use of not only already consolidated systems of Intelligent Transportation System for roadway management (Road Management Tool, Pavement Management System, Asset Management System) but also of innovative intelligent systems of infrastructure management that improve quality and safety, and facilitate the mobility of people and goods (smart road project, smart tolling systems, the use of app for the management of road operators).
